Public sector environmental protection expenditure decreased slightly in 2011

According to Statistics Finland, public sector environmental protection expenditure totalled some EUR 1.4 billion in 2011. Compared to the year before, the expenditure decreased slightly. Central government’s share of the expenditure was 52 per cent and that of municipalities and joint municipal authorities was 48 per cent.

A majority of the public sector environmental protection expenditure, EUR 717 million, were operating expenditure. Subsidies for environmental protection amounted to EUR 431 million. Investment expenditure stood at EUR 205 million. The total sum of operating expenditure and subsidies grew by EUR 47 million from the previous year. By contrast, EUR 69 million less was spent on investments than in the year before. Half of the environmental protection expenditure was financed with income related to environmental protection.

Data on public sector environmental protection expenditure are released consolidated. That is, money transfers between the government and municipalities have been taken into account in calculations. Operating expenditure does not include depreciations and interests paid.

The subsidies for environmental protection from the public sector were mainly paid by the government. Investment and other subsidies were the government's largest environmental protection expenditure item, EUR 434 million. The government paid most subsidies as environmental subsidies for agriculture, although the European Union financed some of these subsidies. The government spent EUR 255 million on operating expenditure of environmental protection. This consisted mostly of administrative and acquisition expenditure. The government made EUR 22 million worth of investments in environmental protection, which was clearly less than in the two previous years.

A majority of the environmental protection expenditure of municipalities and joint municipal authorities and enterprises they own, EUR 462 million, was spent on operating expenditure. Municipalities and joint municipal authorities spent EUR 183 million on investments in environmental protection and EUR 4 million on subsidies. Investment expenditure was EUR 40 million lower than in the previous year. The amount of investments in environmental protection may vary considerably by year, in particular, for municipalities and joint municipal authorities.

In 2011, a little over one-half of public sector environmental protection expenditure was spent on sewage management and water protection. A good one-tenth of the expenditure was used on waste management and one-twentieth on nature protection. Nearly one-third of environmental protection expenditure was directed at administration and other environmental protection, such as climate protection or measures that affect many different environmental domains.
