TOL 2008 classification applied in Labour Force Survey time series

The description of the classification published on 30 June 2010 was updated on 29 July 2010.

As of the beginning of 2009, the Labour Force Survey adopted the revised TOL 2008 standard classification of industries. TOL 2008 differs significantly from its predecessor TOL 2002. It takes particularly into account the growing importance of service industries and the strongly expanded field of information and communication technology. Long series by industry are available starting from 2000 by a compacted grouping of TOL 2008 industries (14 categories). Starting from 2005, data are also available by a more detailed classification level.

Production of retrospective data by TOL 2008

In 2000-2004, Labour Force Survey data were not collected by industry at as detailed level of classification (TOL 2002) as in 2005-2007. The enterprise and establishment codes with which the TOL 2008 code is obtained for a workplace from Statistics Finland's updated Business Register were also only fully introduced starting from 2005. Because of this the time series starting from 2000 has been produced by a more compacted grouping of TOL 2008 industries than the time series starting from 2005.

Several methods were used in producing the data from 2000-2004 by the TOL 2008 classification. The appropriateness of the methods was tested with the data concerning 2008 which were coded by both TOL 2002 and TOL 2008.

The methods used in producing data by TOL 2008 included the following:

  • Searching of industry codes from the Business Register with enterprise and establishment codes
  • Converting of codes with the classification key
  • Matching of industry headings with TOL 2008 categories
  • Searching of data on industries from the register of employment statistics.

Good 80 per cent of the TOL 2008 codes for the 2000-2004 data were found with the first two methods. Around ten per cent of the TOL 2008 codes were found on the basis of industry headings. Three per cent of the codes were found from the data of employment statistics. TOL 2008 code was imputed for under four per cent of the data.
