Central government productivity improved in 2010
The productivity of central government agencies and institutions improved from the previous year in 2010. The productivity of labour rose by 3.4 per cent and total productivity by 2.2 per cent from 2009. The added up volume of output of central government agencies and institutions fell by just short of one per cent. Labour input fell by 4 per cent and total input by 2.9 per cent. These data derive from the statistics on central government productivity compiled by Statistics Finland.

The most visible change in 2010 was downward turn of total input. Labour input also fell significantly. The volume of output fell by 0.7 per cent but as both labour input and total input declined by even more than this, both labour productivity and total productivity went up. The productivity of labour has now been going up continuously since 2005 with the exception of last year's slight downswing. By contrast, the development in total productivity has fluctuated in different years. The last time total productivity improved by as much as this was in 2001.
Calculations for the statistics on central government productivity are performed with data on pairs of years by comparing the volumes of outputs and inputs for the services of a respondent unit in two successive years. Units removed from the central government sector and newly established units without comparison data from the preceding year are excluded from the comparison. The agencies and institutions included in the measurement vary slightly from one year and administrative sector to the next depending on the quantity and quality of the obtained responses. The statistics on 2010 exclude universities, which were removed from the central government sector as of the beginning of 2010. Thus, the time series is not fully comparable with earlier years.
