According to Statistics Finland's data, there were twelve per cent less debtors in enforcement matters at the end of 2023 than in the corresponding period one year earlier. At the end of 2023, the number of debtors in enforcement matters was 259,135 and their total debt in recovery proceedings was EUR 7.3 billion. During the whole of 2023, the total number of debtors in enforcement matters was 573,798, that is, for 55 per cent of debtors the pendency of enforcement matters ended before the end of 2023.

Key selections

  • At the end of 2023, ninety-one per cent of debtors in enforcement were natural persons and they had a debt of EUR 27,013 per person, on average. The average debt for legal persons was EUR 44,070 per person.
  • Altogether 61 per cent of debtors in enforcement were men and 39 per cent women in 2023. Women's share of debtors in enforcement has risen by four percentage points from 2008.
  • Examined by main type of activity, the majority of debtors in enforcement were employed (52%) or in the inactive population (31%).
  • At the end of 2023, the accrual of debts per debtor was biggest for pensioners, around EUR 31,000.
