Inventory reporting to the Paris Agreement starts in 2024

Statistics Finland reported the greenhouse gas inventory data for the year 2022 to the EU on 15 March 2024. The same data on emissions and removals will be reported to the UN as part of the first Biennial Transparency Report in accordance with the Paris Agreement in December 2024.

According to Statistics Finland, total greenhouse gas emissions without the land use, land use change and forestry (LULUCF) sector amounted to 45.7 million tonnes of CO₂ equivalent in 2022. The land use sector was a net emission source of 4.4 million tonnes of CO₂ equivalent. Total emissions without the land use sector were 0.3 million tonnes of CO₂ equivalent lower than the preliminary emission data released in December 2023 (release). 

The biggest reasons for the change in emission data compared to the release of preliminary data in December 2023 were the revisions in total consumption of fuels and fertilisation data in agriculture. The lower amount of chemical fertilisers than estimated in the preliminary calculation lowered the emissions from soil both in agriculture and in the land use sector. An inventory report will exceptionally not be submitted to the UNFCCC in April 2024, but the reporting will be carried out by the end of December 2024 simultaneously with the first Biennial Transparency Report of the Paris Agreement. The inventory figures in this review will be used in December's inventory submissions to the UNFCCC and the Paris Agreement.

Emissions in the EU Emissions Trading System and the effort sharing sector

Total emissions without the land use sector are divided into emissions included in the EU’s Emissions Trading System and emissions from the effort sharing sector in the reporting to support the monitoring of the progress of the EU's climate targets in the period 2021 to 2030. The EU's Effort Sharing Regulation and legislation supplementing it define the emission reduction targets for fields outside the emissions trading system, that is, the effort sharing sector. Finland was below its annual emission allocations in 2021 and 2022.

Greenhouse gas inventory

Statistics Finland is the national responsible unit of the greenhouse gas inventory. Statistics Finland guides the inventory work, and compiles and submits the data to the UNFCCC, the Paris Agreement and the EU Commission. Statistics Finland, the Finnish Environment Institute (SYKE), the Natural Resources Institute Finland (Luke) and the VTT Technical Research Centre of Finland participate in the production of the statistical data for the greenhouse gas inventory.
