Innovation: Enterprise unit and new personnel variable in the statistics on innovation

Starting from the statistical reference year 2022, the statistical unit of the statistics on innovation is enterprise unit. According to Statistics Finland’s definition, an enterprise is a unit with decision-making autonomy, which produces goods and/or services to be sold on the market.
An enterprise may be formed of one or more legal units. Previously, the statistical unit of the statistics on innovation was legal unit, in exceptional cases a group or a domestic part of a group. Enterprise unit was introduced as part of the implementation of the new EU Regulation on European business statistics.
The adoption of the EU Regulation on European business statistics also includes defining the personnel of the survey with new personnel variable, which covers self-employed persons and part-time and full-time wage and salary earners instead of the previous variable based on the definition of staff-years. The change has an effect on the size category definition of the survey and the number of enterprises in the target group, especially in the smallest enterprise size category.
The changes cause a break in the time series between the statistical reference years 2020 and 2022.
In connection with the changes, the StatFin database tables have been remade to cover only the data from the latest survey. Database tables based on the previous surveys can be found in the StatFin database archive.
